It must be an apartment complex..They provide all those facilities and most luxury apartments are wi-fi enabled..

Maybe some idiot forgot to change his wifi from open to protected. I can say only this: those idiots deserve the overuse charges and some unwanted publicity from police cases (made the news sometime back).
